Re-arrange macros so that the macro TIT contains
only Quial packages generated from CXTERM dictionaries, and the
macro NON-TIT contains only Quial packages distributed with Emacs.
(install): Do not use -h option for tar, instead copy ${NON-TIT}
and ${TIT} separately.
